This coin is not intended to replace the Matthew Dent 50 p (lower part of the royal arms) but it celebrates the 100th anniversary of the birth of its designer Christopher Ironside(author of the pence coins in the 60's). This coin was not chosen for the final design wich was the well known Britannia(1969-2008).
Thanks for correcting the error - this is definitely a commemorative issue, even though it doesn't look like one at all. More details: http://www.royalmint.com/aboutus/news/ironside-50p
